The Town of James Island, South Carolina (Town) is requesting Proposals for design, permitting and construction of the following Project:
Design/Build James Island Arts and Community Center
Request for Proposal (RFP) No. 2025-02
The complete Request for Proposal (RFP) may be downloaded from the Town of James Island website.
There will be a mandatory Pre-Proposal meeting held at James Island Townhall on June 10, 2025, 1:00PM (EST). Proposals will not be accepted from respondents that do not attend the mandatory pre-bid conference.
Proposals will be received at the James Island Townhall located at 1122 Dills Bluff Road, James Island, SC 29412 until Thursday, July 10, 2025, at 3:00PM. At that time respondents to this request will be recorded in the presence of one or more witnesses. Proposals received after the time specified will not be considered. Due to the possibility of negotiation with all respondents, the identity of any respondents or the contents of any proposal shall not be public information until after the contract award is made; therefore, the public is not invited to the proposal closing.
The proposal must be signed by an official authorized to bind the Design Build Team, and it shall contain a statement to the effect that the proposal is firm for a period of at least 90 days from the closing date for submission of proposal.
All submittals (see Submission Requirements) received in response to this Request for Proposal will be rated by a Selection Committee, based upon the Evaluation Form contained within the RFP. The Town may then request an oral presentation from the top rated teams.
The Town’s website will be updated periodically with addenda, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other proposal documents will be offered only through the designated website. The Town will not be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
This solicitation does not commit the Town of James Island to award a contract, to pay any costs incurred in the preparation of a proposal, or to procure or contract for the articles of goods or services. The Town reserves the right to accept or reject any or all proposals received as a result of this request, to negotiate with all qualified firms, or to cancel this solicitation in part or in its entirety, if it is in the best interests of the Town to do so.
