Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain

This is to give notice that the Department of Housing and Urban Development (HUD) under Part 50 or Charleston County under Part 58 has determined that the following proposed action under Home Investment Partnerships Program and [HUD Grant M-11-UC-45-0204 thru M-14-UC-45-0204] is located in the 100-year floodplain, and Charleston County will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with HUD Regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management.
The project will consist of the construction of two 3-bedroom/2-bath units located on .09 and .10 acre lots. Each unit will be approximately 1,600 square feet heated space with wood framed structure over enclosed crawl space foundation and fiber cement board and/or vinyl siding above required floodplain level. Each unit is a rental project to create affordable housing for Low-to-Moderate Income (LMI) households. Properties are currently vacant with no pre-existing buildings. The homes will be built to all federal, state and local building code specification. The project area is located in a pre-developed area with infrastructure, drainage, fire hydrants, water, sewer and paving. The proposed projects are located at 1910 and 1912 Norwood Street in Chicora Place Subdivision in North Charleston.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains or near wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
